Which install of Eclipse are you using? What other plugins do you have installed?

Eclipse Ganymede is 3.4 not 3.5

There was particular release of Eclipse 3.4 (Gannmede) which was so badly busted that nothing would upgrade. The only solution was to downgrade and then upgrade, or reinstall. Obviously if the OP is running Ganymede, then installing 3.5 (Galileo) is the best option. iirc, workspaces are not compatible between 3.4 and 3.5 so backup your workspace before installing 3.5.
