4 PM PDT / 23:00 UTC
Some folks in the #gsoc IRC channel tell us that they were told the
apps would be extended an hour for this reason, up to 4pm PST, however
the app page has been saying it's "inactive" since at least 3:03 PT.
Is there anything we can do? We thought we had over an hour to polish
up our final apps before submitting, and nobody involved in running
the program is currently available on IRC...

I am exactly in the same situation:
I was looking at the timeline yesterday and it said "4 PM PDT", which
is 7 PM on the East Coast, where I am.
It was 6:30 PM EST when I went to submit the application, and the page
is "Inactive" :-(
How can we fix it??????
I appreciate there's little chance of an extension or exception (and
that the timeline is technically correct, if confusing), but I do have
a complete application, seven projects and some mentors ready to go if
anything is possible! I have tried asking in IRC, but there doesn't
seem to be anyone authoritative from the project responding at the
moment.
Thanks,
Henry
Adding my name to the list. I'm so used to people using "PDT" when
they mean "PST" and vice versa that I don't even think to pay
attention to the distinction anymore.

I spoke to Leslie and she already noticed the time zone issue this
morning and corrected the webapp hours ago to close at the right time,
0:00UTC or 4:00PT, she just didn't update the mailing list.
So the app closed at the correct time as far as we're aware right now.
Now to spend some time reviewing all the great apps. :-)
Cheers,
Carol

Unfortunately not.
I was trying at 3:35 PM PST, and got "inactive page". I posted here on
this forum at 3:48 PM PST.
br...@pobox.com tried at 3.03 PM PST and posted here a message at
3:33 PM PST
Nicole.
I was caught by this too & am sure that I was trying to reach the app
page at 3:40PST, but it was giving an error page saying it was
inactive.
please check the server logs for my IP (132.239.235.234) if you don't
believe me!

The app definitely closed at 3pm PST.
I thought I was submitting an hour early. I had finished copy-pasting my
application into the form, but submitted with a bad link id just before
3pm PST. By the time I fixed it, I was late. *Really* frustrating.

This was really an honest mistake on our part. We saw 4pm pacific time
in the timeline, looked at the clock in CA and it said 3pm. We've
worked very hard on our mentor application and would be grateful if we
could submit it.

One attempt for a solution could be to remove all times except the UTC
ones from any documentation related to SoC.

Okay folks, just for the sake of keeping everyone up to date on this,
I think we have found a bug or two. If you are interested in more
information, please visit the Melange Developer List, this thread:
http://groups.google.com/group/melange-soc-dev/t/e79a7788cdf1865b
What this means:
All it means is that a bit more work will be required to get the
applications that were emailed to me into the system. It will happen,
just a matter of some bug squashing or verification of Error Between
Keyboard and Chair (EBKAC), with that chair being my own.
