This sounds like a job for 

http://www.google.com/fusiontables/Home/ 

Can just use that directly. Can restrict it so only certain users can view table/map. This bypasses using a Maps API at all. 

If you want to put it on your own website, and not display the data publiclly, will NEED Maps API Premier. 

With Maps API Premier, can load data from a private fusion table too.

I work for an insurance company and I have a lot of claims that occur on different locations. I want to add the locations pins on a map. The locations will be filtered by users, classification, etc….. The web application where the map will be placed will be restricted to our clients.

Which API I should use? Google Maps API v3, Google Maps API v2, Places API, or which maps service.

Which license I need? Maps API or Maps API Premier.

p.s. The locations will be filled from a database
