Using this code does not prevent inactive records from coming back
(sorry for the VB code)
Dim criteria As New AdSearchCriteria
criteria.campaignId = campaignId
criteria.activeFilter = New ActiveFilter()
criteria.activeFilter.activeOnly = True
criteria.activeFilter.inactiveOnly = False
