We're currently processing a large billing backlog, so many common
billing operations are taking longer than usual. While billing must be
enabled in order to use the Blobstore service in production, you can
use it in the local SDK regardless of billing status, so you should be
able to develop against the API while our system finishes activating
billing for your app.
