I downloaded Google Gears to Firefox 3.0.15 on Ubuntu Release 9.04.
When I restarted Firefox, I got a message that Google gears could not
start because is was incompatible with the browser and to notify the
developers.

That is what I am doing. I am willing to experiment if there are
tests that you would like me to run.

Please check that you really have Firefox installed.

As I know, on Ubuntu. Firefox 3.0.15 is called Shiretoko and is not
"exact" FF (some licensing issues between FF and Ubuntu). But all was
solved for FF 3.5, so you can try and upgrade to FF 3.5.

Also, make sure you run the 32 bits version of FF.

I discovered on the forums that there were required libraries that for
some reason did not get installed along with Gears. It now appears to
be working properly with Firefox on the Ubuntu, Windows XP, and
Windows 7 platforms.
