are associated with terminal nodes but there is no easy way to get the
terminal node associated with a particular rule. The network instances
have a terminalNodes instance that is a list of terminal nodes but probably
could use a dictionary that maps rules (used to build the network) to the
corresponding terminal node in order to make it easier for the user to
register externally defined actions.
