I read the second article on this page the other day and then googled NSPD-51 and came up with some startling results when combined with today's NYT story, which is first on this page. It could just be "paranoia or conspiracy theory" as the second article points out. But as it also points out: specifics of the directive are a matter of legitimate concern that has not been given the urgent and sustained attention it.
This could all be coincidence; the May 2007 National Security and Homeland Security Presidential Directive NSPD 51/HSPD 20 and the recent tougher talk threatening Iran, but I don't believe in coincidences.
Besides can you think of another administration that would would use anything it could to stay in power? Remember, Bush has always said that he would like to be a dictator.

LANDSDOWNE, Va., Oct. 21 — Vice President Dick Cheney issued a pointed warning to Iran on Sunday, calling the government in Tehran “a growing obstacle to peace in the Middle East” and promising “serious consequences” if the government there does not abandon its nuclear program.
The remarks, just days after President Bush suggested that a nuclear-armed Iran could lead to “World War III,” amounted to Part II of a one-two punch from the administration at a moment when it is trying to persuade its allies in Europe to impose stiffer sanctions on Tehran. Those efforts grew more complicated on Saturday when Iran’s chief nuclear negotiator resigned on the eve of crucial talks with Europe.

That language is not radically different from what Mr. Cheney has used in the past. But people at the conference said that, placed in the context of Mr. Bush’s remarks, it represented a significant step toward increasing pressure on Iran. The speech seemed to lay the groundwork for the threat of military action — either because the administration actually intends to use force or because it wants to use the threat of force to prod Europe into action.

Mr. Bush has repeatedly said the administration would not “tolerate” a nuclear-armed Iran. But during a news conference on Wednesday, the president went further, saying of Iran: “If you’re interested in avoiding World War III, it seems like you ought to be interested in preventing them from having the knowledge necessary to make a nuclear weapon.”
That distinction — having the knowledge to make a nuclear weapon, as opposed to actually having a weapon — is one the administration has not made in the past. David Makovsky, a senior fellow at the Washington Institute who moderated a panel discussion before and after Mr. Cheney’s speech, said the vice president also seemed to draw a new red line when, instead of saying it is “not acceptable” for Iran to have a nuclear weapon, he said the world “will not allow” it.

But the subject, NSPD-51—that's National Security Presidential Directive 51—and the attendant explosion of blogospheric paranoia about it deserve attention. Even if you don't believe, as I don't, that NSPD-51 is a blueprint for a coup in the guise of plans for "continuity of government" in the event of a national emergency (such as a terrorist attack during an election campaign). Even if you don't believe, as I don't, that it will be used as a pretext for canceling the upcoming presidential election and preserving "continuity" of this administration in office.

But that doesn't mean NSPD-51 doesn't deserve careful scrutiny. Consider that an election-eve al-Qaida attack, for instance, is not inconceivable. What if a nuclear device goes off in New York, Chicago, or Los Angeles the weekend before the election and a warning is issued that the other two cities will be hit on Election Day?
Who will decide whether the elections in those heavily Democratic states should be put off or whether the entire election should be postponed until ... when? Until the bodies are cleared, the gamma radiation has subsided? Just how wise and fair—and constitutional—are the brand-new mechanisms for "continuity of government" that NSPD-51 has put into effect with almost no prior and little subsequent discussion last May?
And there's another paranoia-inducing element of the story: The existence of "classified continuity annexes" whose content has been kept secret even from the House Committee on Homeland Security. A troubling aspect of the story that, so far as I know, only one mainstream media reporter, Jeff Kosseff of the Portland Oregonian, has pursuedpresidential election and preserving "continuity" of this administration in office.
Nonetheless, the specifics of the directive are a matter of legitimate concern that has not been given the urgent and sustained attention it.

What is diabolical in this 2005 decision by the US Vice President is that the justification to wage war on Iran rests on Iran's alleged involvement in a hypothetical terrorist attack on America, which has not yet occurred.

In May 2007, a major presidential National Security Directive is issued, (National Security and Homeland Security Presidential Directive NSPD 51/HSPD 20),
NSPD 51 / HSPD 20 is a combined National Security Directive emanating from the White House and Homeland Security. It is tailor-made to fit the premises of both the Pentagon's 2006 "Anti-terrorist Plan" as well Vice President Cheney's 2005 "Contingency Plan".

This Combined Directive NSPD /51 HSPD 20 grants unprecedented powers to the Presidency and the Department of Homeland Security, overriding the foundations of Constitutional government. NSPD 51 allows the sitting president to declare a “national emergency” without Congressional approval The adoption of NSPD 51 would lead to the de facto closing down of the Legislature and the militarization of justice and law enforcement: The President shall lead the activities of the Federal Government for ensuring constitutional government. In order to advise and assist the President in that function, the Assistant to the President for Homeland Security and Counter terrorism (APHS/CT) is hereby designated as the National Continuity Coordinator. The National Continuity Coordinator, in coordination with the Assistant to the President for National Security Affairs (APNSA), without exercising directive authority, shall coordinate the development and implementation of continuity policy for executive departments and agencies.
