I installed xampp and when I ran the
http://localhost/joomla/installation/index.php
url
It shows

and in next step
it says

It has to be just a warning that the PHP code used in Joomla is going to be deprecated in the future releases of PHP.
Try if editing your php.ini solves it.

Joomla1.5.14 is not compatible with newer releases of PHP.

Try downloading a little older version of XAMPP.

Once i also had a similar kind of problem...!! and its due to the
version mismatch of PHP and joomla !!

well in my case i used xampplite-1.6.5(....Initially i was using
xampp-1.7.2....) and the problem was solved....!!

Making required changes to php.ini would solve the problem. Good Luck. Default Xampp installation makes strict warning displays as in case of deprecated functions and libraries.

it's due to the version of PHP using xxamp 1.7.1 will do the job

Even Wamp 2 using PHP 5.3.0 will not work with Joomla 1.5. You need to
use older wamp which uses at most PHP 5.2.9
