I've created several profiles from scratch, I've un/reinstalled it
dozens of times & tried it on two different machines. Selecting
"Firebug >" in the FF "Tools" menu does nothing. I.e. no menu pops
up when I try it. I get the firebug icon in my lower-right browser
corner, and when I select it all I've ever gotten is this:
http://i39.tinypic.com/icmw6t.png
consistently, every time.
No tabs, no menus, no nothing.
I think I've read everything that has the word "firebug" in it to no
avail....

First we need to determine where your Firefox is installed. It looks
like you are on Windows. Open a view of the folder C:\Program Files
\Mozilla Firefox\ and try to run firefox.exe. If this works, go to the
sub folder "components" and look for file names starting with
"inspector". Any?

Re-installing rarely fixes anything because Firefox reuses old
configuration information.
There are two sure-fire steps to solve this problem.
1. Install Firebug in a new Firefox profile. If this works, the
problem was in your old profile.
2. Uninstall Firefox. Check that it really deleted the old
installation files. Install Firefox. If this works, the problem was in
old files in your Firefox installation.

Progress, TY! [The selections activate (provide feedback), but do not
operate (perform any function.) Oh, and the firebug menu option under
the Firefox "Tools" menu is still DEactivated....]
Information applying to other responses:
1) Firefox (with firebug) is installed in my Windows profile
directory: C:\Documents and Settings\<Me>\Program Files\Mozilla
Firefox If installation location has anything to do with it, then,
frankly, something is broken with the software, not the user. This is
modern programming here....
2) As I mentioned, I have created and deleted several new profiles in
which to try Firebug, all to no avail.
3) Reinstalling Firefox is not an option. (Certainly not, if it
involves affecting profile contents in any way....) If this is a
problem that occurs regularly then the software should have some form
of "installation verification" capability built in. ("Love ya,
Unix!") [If you're talking about saving off my profiles, wiping the
Mozilla Firefox directory and then re-instating my profiles, I might
be willing to give that a try... IF you think it will fix this, John
Barton....]

Removing these file is not enough. You have to also force Firefox to
re-build its component registry.
You can do this by deleting xpti.dat in your profile folder, by
installing a new extension. or by uninstalling an extension.
I suggest you simply install Firebug 1.6a8, http://getfirebug.com/releases/firebug/1.6X

The install location has nothing to do with this problem.

Then the problem not in the profile.

Reinstalling does not affect profile contents. That is why
reinstalling does not fix these problems.

Firebug 1.6a8 works even if you have the bogus copies of inspector
laying around.

Furthermore... it works in my original (preferred) profile, too! (So
I don't have to use a separate one just to use Firebug. Hooray!)
TYVM JJB!
Note: JUUUST to be safe, I UNinstalled the existing 1.5.3 version of
Firebug BEFORE I installed the one above.
If one of you others successfully install the linked one in JJB's post
above OVER an existing Firebug install, please post to that effect
here (for thoroughness.)

Furthermore... it works in my original (preferred) profile, too! (So
great thankyou for all helpers, i had the same problem.
Alternating to Homer55's solution, i did not deinstalled the old
Firebug before installing the 1.6a8 Version, just replaced it. And it
worked, too!
