giving contributors access to custom tabs in admin

I'm trying to give the "Contributors" policy group access to custom Admin tabs (e.g. My Custom Tab).  Can someone tell me how I can do this?  I can't seem to find it in the permissions option.

1) You set the permissions required to access a tab/section/menu/item in the webtop xml.
2) You add these permissions in the security tab (the second section - I forget what it's called)
3) You go into the policy groups that you want to have these permissions (access these tabs) and set the permission to "yes" (I think its yes)
4) In user management, add the user to that group
