Hi Sushant !!

 

Your info on the C&AG notings is quite resourceful and brilliant gathering.  I would like to have a clarification in this regard.  As per the original circular stepping up is allowed to all SOs promoted before 1/1/2006 as per Note 10 under rule 7 of CCS revised pay rules 2008.  In an instant case an official A who got promoted in nov 2005 as SO directly from LDC post (he was not given Auditor promotion due to non-availability of vacancy in 2004 after passing Part I of sog exam) has sought stepping up against another official B promoted as SO on 11/8/2006 from Auditor post (this official was senior to official A as LDC) and benefitted from the C&AG Circular.  However official A has been denied stepping up in one of the field offices citing GOI decision 18 and in specific, para 2 (d) under GOI decision 23 under FR 22.  This is quite a disparity considering that it is not the fault of the official A to have got promoted to post of SO from LDC. 

 

I would like to know if you have any notings/orders on this subject wherein all SOs irrespective of their lower post can be allowed stepping up to that of their juniors as above.  If not can u help  in getting any clarifications in this regard from C&AG Hqrs.

 

If the case is legitimate please forward me the supporting notings/orders/circulars of C&AG in this regard else is the case allowable under rule 16 of CCS Revised pay rules 2008.
