Yes. I agree that share transfer form need not be presented to ROC for attestation.
Download from chapter 4 rule 11 the sh4 which is the share transfer deed format which no longer require roc or gazetted officer attestation.

Dear Ms.Geetha,
Pl take printout of form SH- 4 and complete the transfer formalities. No need to get signature from ROC.
In companies Act,1956 the share transfer date (2 Months) shall be counted from the date of presentation. Presentation authority is ROC.
But in Companies Act 2013 the share transfer date (60 days) shall be counted from the date of EXECUTION
