I'm new to starkit and just wrapped my apps with tclkit. my question
is this. Can I still work with files outside my wrapped program like
do some file manipulation read/write?

Of course. You don't even need to do anything special to reach
outside the starkit. It Just Works.

You can not.

StarKits and StarPacks are distribution tools.

If you do not want people to see your code, use the TclCompiler from
ActiveState and then wrap the resultant TBC files.

BTW, you can (with varing amounts of work) decompile
C/Java/Perl/Python/Pascal/Fortran/... -- of course in the case of some of
the language the decompiled program may be more readable than the original.

This is important to remember: compilation and code obfuscation are just
that, compilation and obfuscation. They can be reversed with enough
effort (I've pulled apart more than enough programs in the past). But I
don't think it's ethical to tell how to do it. :-)
