I ended up with two half-banner sized (234 x 60 pixel) GIFs that I'm
not too embarrassed of. I started out by searching for various stock
photos on the Internet that could be used freely without royalties.
The ones I selected can be used for commercial purposes, and don't
require attribution. Then I scaled and cropped them down to the same
half-banner size that we used in 2005; big enough to be noticed, but
not big enough to overwhelm a page. And finally, I put in some simple
animated text to attract attention (which is the whole point, isn't
it?).
Each one is less than 17KB in size. I have no problem with anyone
using them to promote the conference. I don't really have time to
create any other designs or sizes, so if they don't suit you... well,
don't use them. About the only thing that would get me to make any
changes is if anyone reports a typo. :-)

I must admit that I particularly like the way the "jazz" one turned
