Have you compiled Tcl for the iPhone? You do realise that the iPhone
uses an ARM while a regular Mac uses either a PowerPC or x86 CPU?

What Tcl/Tk version is this? Is there a built in Tcl/Tk for the iPhone
(like there is for Mac OS X) or where did you get your wish app for the
iPhone?

As far as I know, the iPhone is a closed system--you can't install
third-party software (apart from web apps) without unsupported hacks.
That's by design on Apple's part. While Tcl/Tk runs on a lot of mobile
systems, the iPhone isn't among them, to the best of my knowledge.

I googled iPhone and tcl and found this link
http://velocipeek.com/2007/09/17/iphone-aolserver-and-tcl-ports/
Apparently the author of the port says that it does not include tk.
So you could start with text only apps using tclsh or if you wan't GUI
you could use AOlserver which is "coming soon" to make a web application.

Or take TclHttpd and the tclsh already there and make web applications.

Actually, the iPhone does have a console. And virtual terminals.
Figure out how to install and run OpenSSH on your iPhone (don't forget
to change root password) then you can ssh to your iPhone from your
desktop via wifi. Once in, you can execute command line tcl apps
simply by:

% tclsh myscript.tcl

Or if you've already chmod 755 the script you should be able to:

% ./myscript.tcl

What does "for those who know" mean ?
Is this legal ? Or fed only to hand-picked Apple partners ?

Which, again, is wholeheartedly legal ?
