best Tcl-based make replacement?

bras, tmk, and smake. (A similar tool in Python is SCons.) Which
such tool is best, and why? My only hard requirement is that it must
work well on both Unix and MS Windows (for building C code). I'd like
to hear your experience and feedback...

I also created one called 'Aardvark' as part of the Apache Rivet
project. You can find it in the source code and build directory. It
even has a configure style script that can be run to assess the
environment.
