ANNOUNCE: Port of TCL7.5b3/TK4.1b3 to VMS

I've ported TCL7.5b3 and TK4.1b3 to VMS. If you have the Multinet TCP/IP
package you will be able to use the new socket command. Pertinent
files are located at ftp://mango.rsmas.miami.edu/pub/VMS-tcl/tcl7.5b3-tk4.1b3.

I've still UCX and MMS on VAX/VMS and no time to port and even to install 8-(
But I'm curious what naming convention does "load foo foo" use? fooshr.exe ?
That is, returns "info sharedlibextension" shr.exe ?
What's used/supported in the Makefiles ?

Yes, because the underlying vms function, lib$find_image_symbol does not let
you specify a full path name, only a file name. The fooshr.exe has to be in
SYS$SHARE or be a logical point to the real file.
