Been thinking about it a lot lately but didn't think my ideas
were particularly worth discussing (yet.)

Also, the CIA database (World Geopolitical), and other
similar resources such as dictionaries (American Heritage,
open source, etc.)

For copyrighted sources it would be just for internal use
commensurate with the license.

Wikipedia ontology sounds like a good idea.
As for CIA factbook, there are couple of DAMLs published for it at
http://www.daml.ri.cmu.edu/ont/Country.daml
and at
http://ontolingua.stanford.edu/doc/chimaera/ontologies/world-fact-book.daml

Well,
you should start from zero to create something like Wikipedia based on
ontologies (Ontowiki). I have proposed it to Google for the Summer of
Code program but was not accepted. Now it's being developed inside the
pOWL project.
