To be honest David, i am in favor of what you just done!
I never liked the fact that the SETI@home project does not reconise
ALL people that have signed up.
Its good that you block people that sign up just to send spam but it
is nice to see ALL the members of a team reguardless of credit.
I say keep it, its good! But i'm very open to what other people think
of this one!
Some teams might have a good reason for not wanting the "Zero Credit"
people showing.

I have joined my own team under another account to try and find a flaw in it.
To play devil's advocate, what malicious things could i do if i was
promoted on my team?
I cannot remove the founder as his name does not appear on the removal
list. But i could remove everybody else off the team. Its a loop hole
that i think we should close just in case. So the promoted team member
CANNOT remove anyone off the team.
If i wanted to do damage to the team, i could change the team name or
description to something else. That would take the team out of the
team stats for a few days. But as soon as the real team founder See's
the problem, he can fix it very easily just by changing the name back
and kicking you off the team, so i think that is OK. No real flaw
there, we want the promoted person to help update the team description
if the founder does not have the time.
If i was bad, i could try to email the whole team and ask them to come
and join a new team that i set up. But i think that someone would be
pretty desperate to do that and it would also require all the team
members to agree also. So i think that is also OK.
So i think if we close the loophole for the assistant so that he
cannot remove anyone off the team, everything else looks cool!

This means that if i fight with the real team founder, i cannot
"Destroy" his team beyond repair just to get him back. At worst i
could just change the team details which can be easily fixed.
I went into my team as a "Promoted Admin". I could see the function
for removing team members but when i select people to remove off the
team and click the button, it says "This operation requires
foundership".
Everything look cool. I think we have covered everything needed for
this function for the moment. Unless other team founders would like to
add something to this function or if someone else see's a flaw that i
have missed.
I can see this new function solving many problems in the way teams
work in BOINC. Its just like in real life on any team. When my team
gets too big, i need people with other skills to help my team to grow.
So now i can safely promote someone knowing that he cannot dammage the
team, but he can help organise the team. And the critical thing, now
its possible for one person to apply to be founder or Admin on all
projects so he can send a "BOINC WIDE" team newsletter to the team.
