Where is javah tool?

This may be a really silly question, but where is the javah tool? Did
it come down when I loaded Android SDK 1.5, NDK 1.5 and Eclipse? Or
did it come with Cygwin. Or maybe is ther yet another SDK that needs
to be downloaded?
Am on Windows.

javah is bundled with JDK.
In my case, (on Ubuntu)
/usr/lib/jvm/java-1.5.0-sun/bin/javah
