Providing the judiciary an alternative to prison with a program that helps
restore personal integrity and self-esteem, the Second Chance Center
(www.secondchancecenters.com), has recently opened its doors in Albuquerque.
The 600-bed facility is under the direction of drug-rehab veteran, Rick
Pendery, who launched the center in New Mexico after thirteen years handling
substance abusers including prison-based centers in Mexico for six years,
piloting the success of this recidivism reduction system.

"In one of the worst prison environments in Mexico, one university study
showed that with 1460 offenders released, over a six year period there was
less than 10% who returned to prison. This compared well with the average of
almost 80% returning. Pendery, who is the Executive Director of the Second
Chance Centers explained. "Those figures included everyone who participated,
not just those that completed the entire program. This system shows some
real promise."

The center is a secure long-term residential rehab and transition program
providing an alternative for the judiciary to traditional sentencing to
jails and prisons.

"It's clear from talking with many in the judiciary, that they feel that
there are a significant percentage of the defendants who come before them
need some form of rehabilitation. Yet, statistics show that very few that
enter the traditional jail or prison scenario ever receive any treatment,
particularly long-term treatment - which has shown to be most effective with
offenders."

The most common alternative that includes treatment is drug court. Drug
Courts most often take the people who are first time offenders that the
judges feel do not need to be in a secure environment. Second Chance Center
offers the judges a treatment choice for those they can't send to an open
facility. SCC provides a secure facility, offering the judges an additional
alternative to Drug Court for those who are not typically qualified for Drug
Court.

The program used by the second chance center includes a non-medical social
detoxification model of treatment based on nutrition, exercise and
education. "The long-term sauna and nutrition based program detoxifies the
body, using a sauna and nutritional detox program that rids the body of
residues accumulated from years of drug abuse.", Pendery explains. "We find
that at the end of that step most of the people show a marked reduction in
craving to take more drugs. Then we move forward to the education step."

The six to eight-month program teaches self-control, critical reasoning,
development of moral reasoning skills, development of life skills,
self-esteem, problem solving and helps them develop coping resources, using
four modules, Drug Rehab, Education, Self-Respect Development and Life
Skills Instruction. Second Chance Center will use licensed social workers to
assist the ex-offender in reintegrating into the society after they have
completed their sentence at the Second Chance Center.
The recidivism statistics are not improving in the US. According to the
Department of Justice's Office of Justice Programs Assistant Attorney
General Regina B. Schofield, fewer than half of all released offenders stay
out of trouble for at least three years after their release from prison, and
many of these offenders commit serious or violent offenses while under
parole supervision.
The Second Chance Center (SCC) is a state-wide, secure, long-term,
multi-jurisdictional facility. It targets offenders who have six (6) months
to a year
remaining on their sentences. In NM all 13 district court are sentencing
their defendants to the SCC.

"It is time for the judiciary and lawmakers to turn to new solutions.",
Pendery urges. "Over the past 25 years, prison populations have grown 377%
and prison budgets have increase by 600%. With over $65 billion in tax
dollars being spent, it's time to find effective programs that tackle
recidivism. How can we afford to continue with the same solutions that have
led us where we are today?"

Scientologist are know for their deceitfulness. I feel this program is
not medically sound.
I would like to know if they found a way to extract other funding from
New Mexico?
