ROIs are unfailingly public documents which fall in to the venue of
FOIA requests, and up until that time no ROI had _EVER_ been denied
for any reason.
After confirming that the ROI exists, the IRS issued me the
following after almost a year of waiting for any response (note that
the dates in the response are incorrect. I repeatedly requested a
status update on my FOIA over the pending year. The respondant used
one of the last request dates for his or her response.)

Dear Mr Rice:
This is in response to your Freedom of Information Act (FOIA)
request dated September 7, 2001, seeking access to records
maintained by the Treasury Inspector General for Tax Administration
(TIGTA.)
We received your request on September 18, 2001. Specifically, you
asked for a copy of TIGTA report "9-9801-0002" and "additional
investigative documentation both public and private which covers
allegations both confirmed and suspected of blackmail, extortion, and
other traditional racketeering activities instigated by the Church of
Scientology which may have motivated the Closing Agreement."
A review of the TIGTA indices revealed that one (1) file is
responsive to your request for a copy of TIGTA report "8-9801-0002."
TIGTA Report Of Investigation (ROI) # 8-9801-0002 consists of one
hundred and twenty-three (123) pages. Sixty-two (62) of these pages
constitute informayion which originated with the IRS; we are
therefore referring those pages to the IRS for a release determination
and a direct reply to you.

The IRS issued a denial claiming that the PUBLIC document that I had
requested contained materials that were "of National Security interest."
When I complained to the IRS and back to the U. S. Treasury Department,
the IRS eventually changed their claim in another denial, this time
stating that the internal criminal investigation summary some how
contained or consisted of "tax return information" and as such did not
fall under the dictates of the FOIA laws.
This document exists. It contains information about the criminal acts
of the Scientology crime syndicate which racketeered the IRS Commissioner
in to extortion, blackmail, and granting the tax exemption.
To date nobody who has requested a copy of this document have received
the full report. Some people have reported receiving a few pages of
what the IRS or U. S. Treasury claims to be parts of the ROI however
they do not contain the actual information being sought -- the criminal
evidence that would put Miscaviage, Moxon, Rinder, and many other
crime bosses in prison where they belong.

Anonymous needs to be given this information. I have posted this in
the "talk about" wiki page of one of the newer Anonymous web sites,
one that's dedicated to the tax exemption -- Ihave the URL somewhere
in my notes; I should post this to Enturbulate.Org if nobody else has.

No way of knowing. In fact, if you and others would take the time to
print out and forward a copy of the initial U. S. Treasury response
and send him or FAX him copies, that would be good. The actial ROI
and this response should be widely distributed among Anonymous. The
rule is that FOIA documents that are widely desired by the public get
higher priority than others, and "sensitive" documents that have a
clamor of attention are granted release while those with few requests
are generally not.
