I'm looking for advice on the standard procedure for changing a group
charter in the alt hierarchy.
I understand that charters don't mean very much anymore, but if a
charter needs to be expanded or clarified for an alt.* group for the
sake of keeping the spirit of the group consistent with the times, is
there an "official" way to do this (e.g. voting on the change within
the group and then resending the creation control message with an
explanation about the change and the new charter.)
This question is primarily directed at the regs in alt.config but
discussion from either group is encouraged.

Is there an official way to create and vote on a FAQ? We recently
discussed making our current FAQ more official by including it in
news.announce postings (is there an alt.announce?) so that it may be
included at FAQ.org. Are there any organizations that will do an
independent vote count for a group? Are there other places that the
FAQ can be archived?

Read that literally, because literally it's true.
Here's the steps:
1. You write one.
2. You post it, say it's the now the official charter.
3. Someone else writes one.
4. Someone else posts it and says that one's now the official charter.
5. Go back to Step 1. Repeat until someone (anyone) pukes.
This is why there's no "official" way to change a charter.
Charters are not constitutions, they are merely founding documents
outlining the vision of the proponent on how the group is going to be
used. Usage changes over time.
This sounds like there's a disagreement over how the group is to be
used, with one side claiming the charter supports them and the other
not. More than likely, you're both right. Filter out who you don't
wish to read.

I'm a strong advocate of free speech and have no desires to see the
charter or FAQ be used for anything more than a tool to help users of
the group. As alluded to in my OP, I don't believe that charters or
FAQ's, whether they are considered "official" or not, have any real
bearing on what should be allowed in an alt.* discussion. I also
believe that there are very legitimate reasons to have meaningful
charters and FAQ's for alt.* groups.

I am looking to simply clarify and expand on the charter, or not. The
one we have is sufficient and describes the group fairly well, there
is however new terminologies that may apply (e.g. rootkits.) Adding
these topics to the charter is more of an housekeeping proposal than
anything.

No, there is no real disagreement that I'm aware of. There is some
misquoting between what the charter says and what in contained in the
FAQ, but that is really a minor issue [1]. The whole emphases for any
of the changes I've mentioned (FAQ archiving and charter updates) are
to make using the group more efficient for the end user to get the
help and information they are looking for.
[1] The FAQ asks posters not to post HiJackThis logs directly to the
group and some posters point to the charter as the source. There is
seldom any cases where someone posts a HJT log to the group and are
given a solution, other than posting the log to the web forums
suggested in the FAQ.

or not there is any established way to update a groups charter with
the knowledge that alt.* is inherently anarchistic and utterly defiant

What I think I hear so far is that
a. "Charter" is not [necessarily] the same as an FAQ
b. Either or both may be updated, amended and whatevered ad nauseum, but
since we're in the alt hierarchy, there's nothing "official"
For the benefit of aps regulars whom we've discussed this with:
I am grateful for and comfortable with the feedback we're getting from
the folks at alt.config, and a HUGE thanks to Andy for kick-starting
this discussion!
I don't see anything wrong with continuing as we have, doing our updates
on our FAQ when/as needed, hosting it on a couple of sites and pointing
to it regularly, as well as continuing to post it in the NG biweekly.
The "alt" world is an unmoderated world, so certainly we can not stop
anyone from -for example- posting HJT! logs. However, we can always give
feedback to folks who do, explain why it might be a bad idea, and
caution people to take any advice with a grain of salt: Something we
already do in the FAQ. Having a couple of boilerplate responses pointing

There is no standard procedure. Worse, a Charter can't be changed,
ever.
The Charter is posted together with the first control. It's stored at
ISC.org.
The first control can't be changed unless you can step back in time
and undo the first control. Never seen that happen though.
What you can do is start a discussion in the group and come up with
some sort of consensus on how the Charter should be.
There is no need of sending a control containing that Charter.
That Charter only has any value if it's posted regularly and is not
subject of discussion.
Some server admins will treat such a charter as being the real
charter.

I just tried this on a laptop running ME, and it was a vast improvement!

The hope is that the FAQ will continue to evolve and expand on its
usefulness, and it seems that inclusion of the charter may make it
even more useful.

Thank you for your advice. It seems clear now that each group is free
to create its own rules about its charter and FAQ, and that any
individual is free to agree or disagree with those rules as they see
fit. I wouldn't want it any other way.
Actually, the archives at isc.org only go back to 1992. Not that it
matters in this case, but many old groups do not have the original
control message archived. Also groups can be created (manually, or by a
non-propagating control message) on a single server and gradually spread
to other servers by user request. Or in rare cases by servers that
auto-add on cross posts.
Just pointing out that it is extremely difficult to give simplistic
answers that are correct in all situations. In alt.* there are almost
always exceptions...
