FWIW, I had pretty much the same problem on my '89 Firebird. I know it's a
different engine, but the trouble shooting should be similar. Find the temp
sensor for the cooling fan relay. Remove the plug and ground the wire with
the key in the 'run' position (not started). If the fan comes on, the sensor
is bad. If the fan doesn't come on, either the wire going back to the relay
or the relay itself is bad. To check my relay, I jumped terminals A and E
(again, with the key on) and the fan started. If the fan didn't start, the
relay would be bad. Your terminals may be different. In my case the sensor
was bad. I had fun figuring out there were three temp sensors on the engine
as well. One each for computer, fan, and gauge...

You might want to check out the relays, on the IROC they're located up
next to the battery. The primary fan relay, (drivers side fan)is
located on the front radiator wall. The secondary fan (for A/C usage) is
located on teh inner right fender. There is a control circuit which is
supplied from the fusebox, and is grounded in the ECM. You can skin back
the gr/wht wire going to the ECM, (IROC's wire Green / White) and ground
it to see if the primary fan comes on.
Before starting the car up, and after skinning the wire back, turn the
ignition to on, and then ground the gr/white wire, this should start the
primary fan. If anything you should be able to hear the relay kicking in
when the control wire is grounded. If the relay kicks in but the fan
doesn't start you will have to check for power to the relay, and from
the relay to the fan.
What you are doing when you ground this wire is bypassing the ECM,
instead of the ECM grounding the circuit to energize the relay, you are
doing it.
If the fans start then the problem might be in the cooling sensor which
sends a signal to the ECM, depending on the temperature.
this should get you going in the right direction. Let me know if you
need any more details as far as relays and such.
It's normal for the fans to come on with the a/c on and the a/c is on
when the defroster is on to dry the air. The only solution is to run without
a/c and defrost to give you those extra horses you want... personaly I'll
sacrafice a few of those ponies to keep myself cool. :)
