Hi google team,
I am building a web portal, using my web portal a user can sign in to my website, to view their metrics, so that a user can view their ads metrics on my website, but there is doubt that, if the (A) user has a google ads account and they have a google developer account to get a developer access token, so that user can view their metrics, what about another (B) user try to login in my web portal to view this user ads metrics, they also need to register in google developer accounts to get a developer access token to view their metrics

Thank you raising this concern to the Google Ads API Forum.
To answer you in general, if the user wants to access their metrics using their Google Ads API then they will need to have their developer token specially if the Google ads account of the users of your website belongs to a different organization/entity. Also, aside from the developer token the user should create their own Oauth2 credentials and use it to authenticate API requests.

Thanks for clarification Jinky & Google Ads Api Team. I have another doubt , Can i get user oauth2 credentials(client id and client secret) and developer token in my website, like custom form in my website to get their oauth2 credentials and then i save in my database, so that they can view their ads metrics, Is this legal?

Moving forward to your concern, "Can i get user oauth2 credentials(client id and client secret) and developer token in my website, like custom form in my website to get their oauth2 credentials and then i save in my database, so that they can view their ads metrics, Is this legal?", we really don't recommend doing this because credentials are sensitive information.
However, please see the 2 items below that will allow you to use only your OAuth2 credentials to access the users' accounts without getting your users' credentials:
