Ad Words API Final Issue Campaign Budget does not Update

To whom this May concern, 

When the customer tries to update the Campaign Budget amount, they do not get any error but the budget fails to update and it just returns the originally set budget in the $result object. The customer followed the documentation below.

The customer is struggling to find where the issue is. Please could you provide some support or general pointers?
