Criteria in the format docvertical::### are the internal
representation for what's variously known as category targeting or
vertical targeting (I'm not sure it ever received an official name).
The best overview is probably this help center article:

and the only straightforward way to add that type of criteria to your
ad groups is with the AdWords web interface's Placement Tool. (You can
add them as Website criteria using the API if you happen to know the
full descriptive name of a category placement already.)
There was an internal cleanup a while back to make sure that the
AdWords API and reports only returned the "friendly" name for category
placements (e.g. "category::Shopping>>Apparel>>Clothing Labels &
Designers") instead of their docvertical internal representation. My
guess is that this is a new docvertical for which the proper mappings
haven't been set up yet, so the report is still returning its internal
representation.
