AdWords API Python Client Library Updated (v4.3.0)

An updated version of Python client library is available from
http://code.google.com/p/google-api-adwords-python-lib/. This is a
minor release and includes the following changes and updates*:

- Fixed logging.shutdown() bug.
- Set MIN_API_VERSION to v13.
- Random code cleanup.
