I am not sure if I am contact the right division, but maybe you can
lead me in the right direction...?

I want to create a business where I do submissions to google local
for small businesses that do not have time nor know how for a nominal
fee.

What is is the protocol on this...? Is there a API and key or whatever
that I can apply to be able to do this on the merchants behalf - what
are all the rules and regulations and procedures to be able to do this
correctly.

I did notice that 3-4 other businesses do this in the US and I want to
be able to do here in Canada for businesses.

Any help would be greatly appreciated.

Hello Matthew,

If you're talking about the free local listings, please see

and specifically the link on that page,

http://www.google.com/local/add/helpFeeds?gl=US&hl=en-US

The AdWords API only comes into play if you want to create Local
Business Ads (paid advertising), which it does not sound like you're
looking to do.
