Gore campaign, the DNC and the Teamsters.

Mr. ROBERTS. Mr. President, yesterday those who cover national
security policy and issues within our Nation's press reported the best-
kept nonsecret in Washington; namely, what has already been discussed
or leaked or trial ballooned or decided upon and reported for weeks in
the United States and the international media has finally become
public--sort of.
In the last days of this session, the administration apparently will
now consult with the Congress and today announce what has been
obvious, and that is, Mr. President, that the United States has no
intention of leaving Bosnia by the once stated deadline of the 8th of
June of next year.
President Clinton has not said this outright. The position to date is
that he has not ruled out staying beyond June 8. However, given the
overall goals of the Dayton accords in juxtaposition with the ongoing
ethnic apartheid reality in Bosnia, the concern of our allies, the
coming of winter in Bosnia, and the crucial and obvious need for U.S.
and allied commanders to have enough time for central planning have
all forced the administration's hand.
Simply put, the clock is moving toward the stated deadline to have the
SFOR mission in Bosnia completed. And simply put, whatever that
mission is and despite recent and obvious changes under our stated
mission, it is not complete.
It is long past the time for the President and his national security
team to simply tell it like it is. Despite the past promises to limit
our engagement to 1 year, and then 2 years, and now indefinitely--I
might add, promises that should not have been made and could not be
kept--we are in Bosnia, for better or worse, for the long haul.

Mr. PITTS. Madam Speaker, last year, former Clinton National Security
Adviser Sandy Berger stole classified documents from the National
Archives, five copies of an ``after-action'' memo on the 2000
millennium terror plot, to be precise. He later destroyed, he cut up,
three of the copies that contained handwritten notes from
administration officials. Then, he lied about it to Federal
investigators. The memo was severely critical of the Clinton
administration's handling of the incident.
Recently, we learned that Mr. Berger made a deal with Federal
officials, and the deal was not 5 years in prison instead of 10. No,
he gets a slap on the wrist in exchange for admitting he lied.
So let us just make sure we have the score right here. Martha Stewart
tells a lie about a stock sale; she goes to prison. Sandy Berger lies
about stealing and destroying national security documents; he gets a
slap on the wrist. So send the person who lied about money to jail,
but go easy on the person who lied about stolen and destroyed
classified documents who tried to cover up the public record on an
issue of life and death and national security.
Justice? Sorry to say, not this time.

Kerry's tax-cut rollback would hit 900,000 small businesses.
The Kerry health care plan, for instance, could cost as much as $1
trillion, experts say, which would eat up most if not all of the
revenue generated by raising taxes on those making more than $200,000
a year.
The practice of earmarking allows members of Congress to divert
federal funds directly to preferred projects, usually in their home
states. What started as a run-of-the-mill legislative prerogative has
swelled out of control in the past few years as members of both
parties doled out special favours to contributors and the American
public began to view earmarks as dirty money or "pork".
McCain has made his name as a crusader against earmarks, calling the
targeted spending a waste of taxpayers' money and vowing never to seek
them for Arizona. In fact, his zealous anti-earmark stand played a
major role in sealing McCain's reputation as a "maverick" with few
friends in the Republican establishment.
Clinton sought a $1m earmark for the museum, which is located in the
small New York town that hosted the 1969 Woodstock music festival, to
a $606bn spending bill last year. Museum at Bethel Woods
"Now, my friends, I wasn't there," McCain said of the famously drug-
fuelled Woodstock festival. "I'm sure it was a cultural and
pharmaceutical event. I was tied up at the time."

Dear Madeleine: Knowing that the President intends to visit South Asia
later this year, I have been giving some thought to the United States'
relationship with Pakistan, particularly, the F-16 problem and other
bilateral issues.
First, I am concerned that it may not be possible to have a successful
presidential trip to Pakistan if we have not made any progress in
addressing the F-16 issue.
You will recall that in 1995, President Clinton, meeting with then
Prime Minister Bhutto, noted the apparent unfairness of the U.S.
refusal to either provide Pakistan with the F-16s it had bought or
refund the money paid for the aircraft.

But now it is time for Americans to have a chance.
Let's stop and think. In the mid 1940's, America was the worlds
largest "steel" provider. It kept this country going. What would
happen if THIS country decided to be hands on people again? What if
this country offered up the best and brightest ideas for the future?
The laws that are being passed now and in the past....are killing this
nation. They need to be changed. It's time for Washington to stop
and remember it is the "citizens" that demand to be "free". The
government was NOT created to "controll" the spirit. Americans are
full of spirit....but have been BELTED with "don'ts". Do you for one
moment....think Americans want to harm our
country ...environmentally?...financially? With Obama and
Biden......you will invite two lawyers to "run" our lives a bit more
and more:
