Dear brother Deshmukh,
                                     No the reservation protests going on are not only for the IIT, IIMs and top medical institutes only. But as the medical students and doctors have single handedly led this movement undet the banner Youth for Equality hence all doctors in other cities also joined them and as you must be knowing JNU students and IIT Delhi and IIT Kanpur students are also in hunger strike from last few days.
 
                            The new 27% resevation for OBC is a disastar in case of medical colleges where the number of seats are already very low say in AIIMS only 34 sears are there. Also the responsibility of doctor is very much as he winesses the Life from very close and also Death for much more close. Hence if the number of candidate who has just appreared in medical entrace, got seat due to reservation and then passed MBBS with say just 40 % marks will increase very much then the standard of medical doctors will decrease very much and there will be more cases of mis-treatment by hospitals.
 
Also is an interview with Arjun Singh by CNN-IBN, the interesting point came that according to a government body itself 23.5 per cent of the college seats are already with the OBCs on their own Merit!

So when reservation is instituted the OBC students who would get in through merit anyway would get into the 50% general category and additional others through the 27% OBC Quota!

According to the ruling, if a backward class person has enough marks to get via general quota then he is automatically transferred to the general category. This means much fewer seats for the so called forward castes.. Just imagine !!!!!

Asking reserchers at Tata Institure of Fundamental Research (TIFR) most were of the opinion that the meritious students will leave the country and it will increase brain drain.
 
Actually the lates step of government to increase reservation is only a political move to gain all the votes of OBC people.
 
But after the Supreme Court judgement yesterday the congress goverment is in a trouble.
SC has asked to the govt. what is the basis of the new 27% reservation for OBC?
The govt. cant have valid answers as it was saying that it is giving reservation based on 1931 census which will be ridiculous against SC.
 
Also the image of IIT was created not by governtment moves whether it was reservation or any other. IIT value is so much only due to one reason that its students were very bright as there is huge competition in JEE, though for sc/sts there was already reservation.
 
Now government wants to use the IIT image for their political benefit. By increasing 27% more reservation yeah congress govt. will get vote but the quality and reputation of IIT will decrease in coming years and may be slowly which will slow down the reserach work and skills in IITs and slowly starts effecting indian economy and industry which will result in huge uncalculated losses to India in terms of growth as well as image.
 
The $ 20 Billion software export which has witnessed about 30-50% growth in last many years was all due to the brilliant brains and not due to reservations. Do you want to stop here to want to get ahead of US also in terms of technology, research?

    Thanks Aman for your explanatory mail. I shall urge to think on few points.
     
    1. Financial support :- Why the student from backward classes can't take/ get proper education? Lack of financial support ? Right ? But what a great solution we have found out ? To give financial assistant (non-refundable) in terms of scholarship (based on caste).
     
    Aman, what do think, if you get something free ?  of no worth, isn't it ? Then why should the education be free completely. Let there be educational loan for each course along with the money needed to meet his/her personal care. It may be at the interest rate of as low as 1 %.
     
    You may be surprised to see this view. But let me ask the question, how many of those who took the benefit of reservation are helping others to grow, atleast financially ? I see none or may be too less. Why to waste the money and why not to INVEST it ? And re-circulate it ?
     
    If there is binding on you to repay the amount, you will try hard to succeed. And if not, you will waste the same in non-veg or drinks party. (I had experienced this with few of my friends).
     
    2. Reservation :- I am against all kinds of reservation, except those based on physical disability.
     
    3. Schooling :- Not only school buildings but also infra structure should be developed. Obviously, I will not suggest to give it free. Let there be a part of students and villagers in building the School.  Then only, everybody will feel the proud of school.
     
    4. Students, also, should not be given the education completely free. They must be used for social work as adult education (and not only literacy), cleanliness, planting, etc. This should be included in the syllabus and should be given equal weightage as that of current syllabus.
     
    5. It must include the sport, too along with Yoga as a part of curriculum.
     
    Crudely, Yoga and parade, sport, social work and curriculum should be given equal weightage.
     
    Well, I do have more ideas on the same, but I would like to hear from your side first. I am eager to read, what you people think about this. I, particularly, am interested in Education and will be happy to join you, but I am still not aware of your ideology and thoughts, specially in education, to that extent. If you can suggest me somebody from Mumbai, to talk with, I shall be happy for the same.
     
    I hope you won't mind for I am taking much of your time to understand your thoughts.

                                 I am not against reservation when it was started after independence. It is also a fact that many needy people got benefit from it. But the point is that now after 60 years of independence the political parties are using reservation as a weapon to gain more votes and not to really and sincerely uplift the so called sc/st and backward castes.
                                It is because the government has not done enough in last 60 years so that the benefit of reservation reach the deepest level in our society and villages.
                                When reservation was implemented after indepence, even in our consitution it was mentioned that it is for 10 years. But even after 60 years the govt. is just in the planning stage. They are still not trying to found the many ways which should be implemented along with reservation so that all section come on same platform and there will not be any need for further reservation. Because it should be clear that at some point in time reservation on caste basis will be abolished when our purpose gets fulfilled. But it will be fulfilled only if goverment honestly tries to do so and not just for votes.
                              Hence the main thrust should be on Primary and Secondary education while continuing reservation for some more time.I have seen so many school in villages where there are not even basic infrastructure like teachers, rooms etc. If the goverment which has collected Rs 20,000 crores in last 2 years from all income tax payers just for education cess, cannot provide primary and secondary education facilities what is there right to play with the intellactuals of the country who by their immense hard work become engineers and doctors etc and then helping india socially, economically and pushing india to the path of Developed Nation.
                              
    I have an e.g. Suppose in a good company if you are a manager, you assign a work to a candidate, if he is bright he will complete it quickly. But if you know the candidate is not much capable then you will give him more time to finish of his work. If your company is really social conscious may be you will give him some more time and give him some training at your cost so that he become capable of doing the same work in less time.
    In no case you will say for not bright candidate if he complete 60% of the work, the work will understood to be completed. He can learn and gain skills but he has to finish it whether sooner or later.
    But But......in any case the work is there to be completed and there is always a date for that which be extended as for the not so bright candidate but it cannot be extended infinitely.
     
    If you fix the time line then you will work more intensily to achieve that target. Hence govt. should fix a target and should achives it and then give the statistical figure to support their point.
     
    In last 60 years they have failed as they had done as much work which could have been done in less then half of that time. 
     
    Mind you even the so called India Shining and Indian professionals and entrenears all over the world are due to Indians only and not due to corrupt politicians who most of the time wake up to know that some indian achived this thing after reading in newspaper. 
                               
    Hence without complete review of existing reservation policy by govt. and fully understanding the loop-holes they should not go ahead to implement new 27% reservation for so called OBC's which in most cases are rich and well settled. Also conituing sc/sct/obc reservation in creamy layer - the people who was IAS/IPS or othe elite classes the government is making the life difficult for the people in these castes who was poor and really need govt. help.
     
    They should also set a target that till 2020 we will achieve our target and stop the reservation further.
     
    They should set target that we will make so lacks schools in so many villages having proper rooms, teachers. and then show to the public that they have done that.
     
    They should give financial as well as training support to the sc/st/obcs in primary as well as secondary education.
     
    They should remove the root cause of problem rather just putting green colors to the yellow turned leaves of trees.....just to tell people that vote for us as we made it green....and hiding the fact that the root of trees are still infected with insects in need of water and fertilizer.
     
    And the interview of Arjun Singh was there to know that while Karan Thapar was giving reasoning, facts with every question...Arjun Singh replies were just yes/no and cleary tell us that he is hiding something...which is truth. Read it again carefully you will know.

                          Carrying the Important Discussion on Education further so that in future we can make our policy research group to work on it, I want to again add my 2 cents to it. You can add your too. There is no 2 % education cess here...kidding
                      
    Abraham Lincon once said that "A human being without education is an animal wearing clothes" and most people will agree that he was not wrong. Hence it is not only a moral duty of any resposible government to provide proper education to all childeren in any country but also a fundamental right for Education for all people.
                       But if government fails to implement the right policies then is there anyone in this country who can regulate the government? yes We, the people. and most of us are still illiterate hence we dont understand the effects and again vote and again next govt. came, then again still higher level of illiteracy which leads to unemplyment which leads to poverty which leads to more children which again leads to illeteracy.........and this vicious cycle continues...........
                       Its after effects are very serious. One such effect is the Suicides by the poor farmers in many parts of india, mostly in Andra Pradesh and some parts in Maharastra. 
                       I heard many of those more then 3000 suicides by farmers most were under huge debt on 50% interest rates. Reason is they are illiterate and dont know how to approach banks giving cheapers loans at about 12%. And ultimately the 50% interest kills them. There are so many other effects mainly faced by the women. In most cases looking at their condition, sometimes I cannot stop my tears. I have seen many villages and even worked in fields, for experiment, and I tell you the condition of women is a other very important issue to discuss. Because talking about education has no meaning when we canot change the mentality of the people. Making a girl educated means she can take care of her family. But how many poeple in villages really like to send their girl child to school? If they will then who will bring water on their head walking 4 KM, who will work for cattles? who will do house hold work? who will work in fields? who will take care of the younger children of their parents,who dont want to stop even after many children? Their situation after marriage is even worse.
                     For the time being I will talk about education in general only.
     
    Education is the only weapon by which the poor, weak people of villages can fight their miseries.

    Also there is also a mindset in villages that even after studying most people dont get the job (upto some extent they are right) and thinks why to study and therefore they force their childrens to work in fields which in most cases is their only source for bread and butter. But this wont help them either. Is there any way out?
     
    Today only I was reading in newspaper that the government in UP is implementing a coupon award programme in villages. In which the parents who will send their children to schools will get Coupons which will give them cash awards. I dont know whether it will work or go the same fate as the "Free Food Programme" way back by Narsimha Rao Govt. in 1995 or it will work wonder.
     
    The problem of lack of jobs even for education young people, mostly in villages has to be taken care by Private Sector or Public-Private Partnership.
                  Many companies like Reliance (Mukesh) coming in big way to develop the SEZ(Special Economic Zones) in rural parts of india. This will offer industries, houses, schools, hospitals and other facilities. This is really going to help poor and uneducated villagers in big way. But here too chances are that the private companies and state goverment can tie up under table can work out a formula to benefit only riches. But I see a ray of hope in making these townships which will brings thousands of crores investments in building the infrastucture and jobs in many rural districts all over india. They have already started acquiring 27,000 acres of land in most rural district of Haryana i.e. Jajjar.
                 
                 By looking at all points I think that Vijay's point that the villagers should pay for education, building school is if not impossible then is not practical, atleast at this stage.
              Also doing some case studies of other developed, socially conscious countries especially in Europe what I conclude is that "Education and Healthcare Facilities should be Free or Cheapest for all people in the Country". How? it is we have to find out.
              Some of my friend who are native of Europe came to india and during discussion I found out that they never think of education as an issue in terms of money of anything else...even in Maseters and higher studies. It's either completely free or very cheap. I know they have less polulation but still the general idea applies to each soceity. I asked how the governent manage to spent so much on education. They said he government takes 30-40% income tax contributed by good 60% of the people and that is huge amount to spend on us and thats why in most europe countries litteracy rate is 99%. One guy told me that in his country the literacy rate is 70%. I said it is less. He said yeah remaining 30% dont want to work on computer. I said, what? I asked about literacy only. He said in our country 99 % people are literate, remaining 1% are people came from other countries like india and now we talk lietracy rate as the knowledge of using computer which is 70%. He said he dont like to pay income tax but he is happy when the government spend it on the people in other way like in free education and healthcare.
             Now by analysing this What I conclude is, the mother of all earning is the Income Tax. In india with 50 crore middle class polulation only 2-3% pay income tax. If we increase the breadth of income tax to the people mostly to reach business man who dont pay tax then we can collect several times more tax revenue for government which can easily be utilised for education and healthcare for all. Then they dont have to take a emotional decision to impose extra 2% educ. cess. to already poor people.
              Also in india where the literacy rate in terms of computer know-how is still at its infancy level of 4%. There is a long way to go.........Hence If this time we will rest, in the era of globalisation, it will be very late to catch up later.
     
    Hence in the concluding remark, I would like to point out that, no single problem can be eliminated singley working on it. Most of the problems as I have discussed are interrelated and their solutions have to be devised and implemented at the same time by the working groups who are constantly working on all issues simultaneously.
