Hi,

I have gone through this email in detail and have been thinking for the past few days about how exactly to tackle this problem effectively.  There maybe be literally hundreds of similar cases coming to these people every day or month. And if one Singh or Raju is removed, another will take his place, so any solution which the Govt may take will only remove the symptom, and not the disease.

Here is what I propose after intense thought:

  1. Improve the document – Add a table with serial number, divided into Name of the complainant, Passport officials, Police, and Middle man. In each case specify the amount of money given.

  1. Total this at the bottom of the table.

  1. Show two graphs – One a pie chart of number of people cheated w.r.t passport officials, police, and Middle man.

  1. Second graph will be amount of money paid w.r.t passport officials, police and Middle man.

  1. Obtain a document from main passport office showing number of passports processed in the previous year and current year. Use the above data to calculate, how much money must have been made by passport officials, police and middle man. Draw the pie chart for the same.

  1. Show a line chart with numbers for the past 5 years indicating against the total number of passports issues how much each Govt dept has made out of the people.

  1. Now, when you send the above documents, send a copy to the revenue dept also, so that they can enquire and check whether Mr Singh/Raju and party pay the proper taxes or not. If possible, try to see whether information can be got about the bank accounts and other property details of the accused.

  1. Also, contact some final year law students in Kanpur, and ask them about the feasibility of filing a class action suit. I.e. People of Kanpur Vs Passport Dept and People of Kanpur Vs police dept. A class action is when many people have been wronged, and they come together to tackle the issue, and fine the pants out of the accused.

  1. Finally, get together on a debate with all BM members in Kanpur to decide about what to do, to remove the disease rather than the symptom. Publicize the details of your investigation report in the papers, and a practical solution of how to improve the situation. Book an auditorium in Kanpur and invite students from all colleges for a debate on corruption in Govt offices. Then publicize the debate and get together to formulate plan of action, etc.

Basically, what I am trying to say is that, let us do something different and thoughtful rather than something which every Tom, Dick and Harry does when faced with a similar problem.

BM USA Members: If anyone can reply to this email with details about how passports are obtained in US, and have a talk with the officials there as to what and how their system and processes are which prevent corruption, we can send the same to BM India and they can use that as a sample to propose restructuring of the passport system in India. This is essential, because anyone can complain, but the real thing is in proposing a solution which works.

Again, remember it does not matter whether anyone implements these things or not, but we can carefully prepare the plans so that when the day comes, we can directly implement these things from the parliament.

Regards,

Vijay

We have taken permission from central admin team for reporting to press: today, there was an article in Dainik Jagran on this, in 1-2 days, India Expres and TOI wil also report it.

this is a great work done by brother Alok : the whole idea was his and he did a good social service by arousing moral conscience of IITK students to register their moral protest over this shameless corruption: we need more such brilliant efforts from all our members of BM.

brother Alok is leading this work. We r submitting every comment as we got from the students: we should show no mercy to corrupt people, who fleece the blood of hapless, innocent people, due to their satanic greed and moral poverty.

I m very happy with this work by Kanpur Chapter : we should continue to fight every inhuman, immoral deeds in society with indefatigable spirit. I also welcome similar efforts by other chapters: they may take help from brother Alok (al...@iitk.ac.in)  and me.
