Cannot Rename Files or Folders

Cannot rename *****: It is being used by another person or program.
Close any programs that might be using the file and try again.

I get this error almost everytime I try to rename or delete a file or
folder, I've had to reboot my computer a total of 5 times every day,
then rename the File/Folder! I've close almost every program, but no
luck. Any Ideas on what can be doing this?

This is a bug in the Windows XP Explorer that causes this.

You can use a freeware program Process Explorer to close
the file handlers EXPLORER.EXE has open to your folder.

Or you can force Windows Explorer release all locks by
Right-click a blank space on your taskbar> click Task Manager>
Processes tab> right-click "Explorer.exe" process> click End Process.
On the File menu click New Task (Run)> type "explorer">
click Enter to restart Windows Explorer.
