Barcode Scanner seems decode QRCode as UTF-8 or ANSI(Windows Western) only.
I wonder if Barcode Scanner can decode Shift-JIS or GB2312 encoded QRCode correctly?

Yes, but only if the QR code is encoded correctly. You might want to read the spec and look up ECI segments.
