I wrote FOP extension (http://code.google.com/p/fop-qrcode-zxing/).

Can I distribute jar with zxing dependency

?

Usage:

Yes as long as the Apache license terms are met. I think you're doing that if you also distribute under the Apache license, and include a NOTICE file mentioning what the dependencies are and how they are licensed.
