Used this project for many years but no longer installs on latest Android 14

Maybe I'm doing something incorrectly but I used to use this application with one I wrote years back and this one is no longer available for my device Android 14 (Pixel 8 Pro).
I decided to build it myself but ran into a plethora of issues; changed target SDK to 23 and it built but crashes upon starting.
Has anyone been able to get it working for the latest devices?
