Problematic 128 barcode scan

The attached barcode is generated by an unknown app.

I tried in so many ways read it with ZXing, including the online scan page.

What is the problem with ZXing on this scanning? It seems to be a valid barcode as it scans fine in all barcode scanners I've tested.

It's a CODE-11 type barcode.
I don't believe ZXing supports that type.
