ACTION: Please Help Hawaii Adopt EPR Reuse Bill

Our friends are asking for your help to encourage Hawaii to pass an Extended Producer Responsibility (EPR) bill for packaging by submitting testimony for HB2399. 

Testimony is due Monday, February 28th@3:30pm PST.

We are seeking testimony in support from national level organizations working in plastic and waste reduction policy.

Hawaii is taking a different approach to EPR for packaging. It’s a cautious first step to addressing packaging waste in a state that is one of the most isolated land masses in the world, and is lacking adequate funding and infrastructure to divert waste.

This bill will collect fees from top producers of consumer-packaged goods and will create an EPR fund that will be used to transition Hawaii towards reusable packaging systems, and, in the interim, create programs that will divert packaging waste from landfilling and incineration. 

Once infrastructure for reuse systems is in place, Hawaii will be well positioned to pass policies that require producers to switch to reusable packaging. 

This bill is now being heard in the House Finance committee, which is the last committee in the house it needs to pass before it crosses over to the Senate.  It is a heavy lift to pass this committee, so we really need your testimony.

HB2399 has been scheduled for a hearing on Tuesday, March 1 at 12:30pm HST.  This means that testimony must be received by 12:30pm HST on Monday. You will have a chance to sign up for live testimony when you submit your written testimony. The proceedings are broadcast on the House YouTube channel and recorded which gives us the chance to compile soundbites for future use. If you can submit your testimony on an organization letterhead, please do. If you sign up for testimony, you can start by stating that you stand on your testimony, then go on to share some brief comments. One or two of your very best points will do. . . and dont forget to praise Hawaii for taking the lead with this innovative approach which will create a model for other states in the all important reuse sector. You have two minutes, but if you stand on your written comments and take less than one you will better serve the cause.
