Zulip Server 7.0-beta3 security release

We've just released Zulip Server 7.0-beta3, which we expect to be the final beta for Zulip 7.0.

This beta fixes an important security bug (CVE-2023-33186) present only in Zulip 7.0-beta1, Zulip 7.0-beta2, and versions of the main branch since May 2. Installations running one of those versions should upgrade promptly.

Installations using previous releases, such as this month's Zulip Server 6.2, were never affected by CVE-2023-33186, but are nonetheless encouraged to upgrade to help test the new release. See this Zulip development community thread for details.
