Sir,

MSC control HO issue is there in rajasthan, By traced signaling, mainly handover
required reject reason are "no radio resource, equipment fail and invalid
cell". That need confirm in MSC side. Same issue happened in Haryana circle,
after MSC person did some activity the problem resolved.

Pl check and arrange to resolve the problem, so that HO failure may be
resolved.Details of this problem are as in the trailling mail.

Dear sir,

after MSC person did some activity the problem resolved.


I traced A interface signalling and found for 2G ->3G, same issue is there.
After our BSC send handover required command, there was reject from MSC due
to no available radio resource also.

Plz check core setting and do the same. You can confirm this with the one
who was handle same issue in BSNL Haryana..

Also please share the HO success rate from morning onwards.

There were corruptions in MHOC block for the route:

1MHOC DETY=MHOC FNC=1 MIS3=259 BO=8 RO=4
CO=3

I have fixed the corruption. And from the traces taken randomly I observed
the failures related to EQUIPMENT FAILURE are not occurring anymore. As a
result the overall HO failure is also much less. If you can share the report
we can confirm the same.

Hello Lavish,

From the traces we obtained, majority of the failures we are receiving are
NO RADIO RESOURCE AVAILABLE. Please provide me with the following details:

§ Please send me the complete Outer cell definitions. Including the cells
you tried the testing. From the ZTE analysis, we got some failures occurred
with error code: invalid cell. That indicated missing definition of the
neighboring CELLs in MSC/BSC. Please check the same.
§ From the previous statistics shared I find the incoming HO rate for
PNPMSS2 is nearly 26%, which is again much lesser than the other MSCs. Can
you please share the O/G HO statistics of PNPMSS3 towards other MSCs?
§ Please confirm if ciphering is enabled for the HO messages in the BSC.
§ If possible please arrange for a PA trace for the HO scenario from both
the MSCs. Also please arrange for executing the tests again, I would like to
take some traces from the MSC end. I will need to execute the scenario 2-3
times.
Please let me know in case of any doubts/clarifications.

SSTP Ambala given reply reg this point that they define only
SPC and SSNs are default defined.


§ For the SP=3-2304, we are observing lots of TIAR expiry. Check
the TIAS timer in BSC/RNC should be lower than the value of TIAR timer in
MSC. In MSC it is set to 6 min. Please check for the same in the
corresponding BSC/RNC.

Kindly check TIAS Timer of BSC Rewari ERIC and for ZTE BSC, this
is referred to ZTE Team

§ Please define the SSN’s showed as PROHIBITED in the SSTPAMB.

HR. Most likely the issue is with the BSC/RNC involved in the HO.

While investigation is going on in the BSC/RNC, please check the following

And our RF team has already provided TEM Logs. Please let us know if
anything else is required.

Inter-MSC handover outgoing success rate is still near 3%.


Aside BSS Team: Please update Rakesh Ji about clock synchronization status
in the BSC/RNC/BTS and analysis result for "no radio resource" rejection
cause in handover traces.

For Timer T210, According to the flow chart in standard 3GPP TS 23.009,
P115, the T210 timer was set when the Handover number was assigned, and
reset when IAM with that handover number reached MSC in page 130. T210 is
the timer for handover number timeout, when it expired, MSC should cancel
the handover the release the handover number for new call. This timer in
MSRNHNDTIME in Ericsson MSC,

For timer T211, the related timer in Ericsson MSC is

Still the InterMSC O/G Handover of PNPMSS3 is very poor. (<1 %). ZTE
has checked their end and found OK.So please check whether there is any
issue at PNPMSS3 end at the earliest .
