Thanks to everyone who gave me all the good info.  Sounds like I should have something beyond the stock cam to make this worthwhile.  If anyone knows of a head that's already built up, I guess I might be interested.  I've got an N42 (I believe is the number) on the car now, but the cam is a stock grind.  I may have to just get a fresh set of SUs for cost reasons.

Jeff built me two cams...one ‘stage 1’ for the stock motor, and a ‘stage 2-3’ he put in when he built it into a 3.0 stroker. 

I still have the ‘stage 1’ cam and  marked/matching rockers/lash pads if your interested. It only has a few thousand miles on it...absolutely nothing wrong with it...I just wanted the bigger cam when we stroked it.

This is moving beyond the original conversation about carbs, bit what kind of motor do you want to build?  The stock cam is great for making power at low and mid rpm but is useless by 5k.  Bigger cams will make more power as well as move the torque peak higher.  If you enjoy a high reving motor, then go for a bigger cam.  And don't be afraid of what people call "big".  I tried several "mild" cams and was underwhelmed.  If you want to make power with an L28 you need a big cam.  Well, that and displacement via strokers.

And to be more clear about what others said, it's not that you have to have a bigger cam for triple webers; rather there's little benefit without one.

I don’t think you mentioned why you felt the Holley 4bbl was a mistake? I have had 2 L28’s with that 390 cfm Holley carb conversion and it worked great! That 4bbl conversion has some very good racing history as well. Triple Weber’s are a great setup but depending on what you want the Holley should work fine if there aren’t other underlying problems with the carb itself or the manifold or somewhere else unrelated. Here is a link that might help but you might share what your issues with that carb are and  maybe get more feedback to help.

Thanks for the link, Jerry, I'll check it out.  I've had on-going issues with getting the jetting right, and accelerator pump sizing.  Also, the secondaries never seem to open very much which causes old gas to sit in the rear bowl and eventually cause problems.

For both my Z cars  I used new 390cfm carbs with vac secondary from Holley Performance on eBay. One car already had the conversion done but the carb was older and never worked well so I replaced it with a new one and sold the old one on eBay. The main jets that I ended up with were 53’s which worked great for Colorado. If you are going all in check out the link that George sent you. That 240z was my car and he bought it and took it to a whole other level before he sold it. Good luck with whatever direction you go!
