Translator working locally in Scaffold but failing on GitHub

I have got Scaffold running on my computer and updated the "Annual Reviews" translator:

The updated translator runs fine in Scaffold, but fails on GitHub:

https://github.com/zotero/translators/pull/3588/checks

I guess it is from the following error:

HTTP GET https://www.annualreviews.org/content/journals/10.1146/annurev-fluid-010814-014651/cite/bibtex failed with status code 403

Why is it working locally and not on the server?

Are there other problems to fix in the translator?

403 almost certainly just means the GitHub tests are blocked as bots. Nothing to do on your end.
