LocalAPI vs. WebAPI - Get Annotations

Hi All, 

I just joined to ask a beginner's question: should I be able to access Annotations over the Local API? I can get Items and  Attachments - so wondering if I need to delve deeper (authentication for instance) or whether the endpoint is simply not available.

Over the Web API, I can get Annotations using /children, but the same records return null for numChildren in Local API.
