New Zotero translator for PSU and Sirsi

Hi,

I have modified the Sirsi translator created by Rice to be used here
at PSU. I have added it to github. The URL is
https://gist.github.com/1677942. Would you please upload the PSU
translator to the repository. Also would you please let me know when
it has been added so I can notify our Zotero users.

we're still trying to figure out how to make this more stable, but in
any case we'll commit a generalized Sirsi/elibrary translator asap.

Pushed general eLibrary, tested on PSU. Sorry for the delays.
