New translators for JMLR and NIPS

Journal of Machine Learning Research is of the leading journals in the
filed of machine learning.
And Neural Information Processing Systems is of the top conference in
the this field.

I wrote two translators for importing citations from their websites.
My codes are in the files:

The translator for NIPS is not full, since that before 2002, the
citations are in a big BibTeX file.
I do NOT know how to correctly analyze the page to extract for each
paper.

Fred (or anyone interested in fixing this),

A problem was reported with the NIPS translator in the forums:

http://forums.zotero.org/discussion/10324/

The translator appears to be saving incorrect info when the number of
links below an item changes.
