The slightly longer answer is that how difficult running a "local" installation of Zotero is depends on what you mean by it. If you look around this group a bit you'll find a couple of posts on how to run your own Zotero server, which is pretty demanding (though all code is available).
On the other hand, building a local copy of just the Zotero client is very easy.
Finally, if you essentially want a version of the Zotero webpage running on your webpage, you can use the libZotero library for the API, which is somewhere in the middle in terms of how demanding it is.
