Ok, I see, I did not expect people to have problems here.
The binary package is linked from here:
http://spiro.trikaliotis.net/opencbm#download
At the moment, the link points to
www.trikaliotis.net/Download/opencbm-0.4.99.99/opencbm-0.4.99.99.zip
Note, however, that this link will change in the future, and it will be
linked to from the link above.
So, just download this file and unpack it anywhere you like. The only
restriction on the directory where you unpack it is that you must
remember its path, so you can "cd" to it later.

You are right, in this description, I assume you have a Window 7 system
or older.
For Windows 10, you have to press the "Windows" icon in the lower left
corner (or press the left Windows key on your keyboard). That's the
equivalent to the "Start" menu on Windows 7 and older.
On Windows 10, you do not need the "Run". Just type in the commands I
have given, that is, "cmd.exe" (without the quotation marks).
Thus, in short, do the following:
1. Press on the Windows icon in the lower left corner
2. Enter "cmd.exe" (without the quotation marks), and select the
entry that says "execute cmd.exe as administrator" (or similar, I
have the German text only, so I cannot tell you how it is written in
English)
Afterwards, you have to "cd" to the directory where you unpacked your
zip. For example, assume that you unpacked the zip into
"c:\users\me\HereIsOpenCBM". Then you have to enter "cd
c:\users\me\HereIsOpenCBM" in this step.
HTH.
Regards,
Spiro.
