MGKT has rejected your proposed fees because it is too high.
Previously, we also did a similar As-Built preparation for BMNS Oil Interceptor relocation (3nos. as-built drawings) and our man-hours are as below, which was approved by MGKT. They have requested for ZL’s time for CLYS to be roughly similar to this BMNS.
Can you review and resend your time please.

Dear Vincent,
Is the scope for BMS Oil Interceptor relocation similar as our
PRV relocation? Apart from as built preparation there are lots of
time spent on resubmission and liaison with authorities including
DBKL and Developer PHB to get approval.
Unless we can submit separate claim for works prior to preparing As Built.

Noted on your authority submissions and approval.
The BMNS example I gave below is only for As-built preparation process from ACP, ARS and Pre-SONO. MGKT is looking at roughly the same hours for CLYS As-built preparation.
For Authority submisisions - can you detail the hours for Authority liaison, resubmissions and approvals, etc (separate from your As-built preparation).
Please review the number of hours and try to reduce.

As discussed with MGKT, your scope of works should cover all the below. If this can be agreed, we can proceed further.
- Site visit
- Preparation of drawings – ACP & ABD
- Reply for ARS & amendments until SONO
- PE endorsement for ABD (A3 & A1)
- Provision of soft copy (ACAD & PDF for printing of A1 drawings)
- All necessary Authority submissions and approvals.
