"To be an effective leader, a public official must maintain the
highest ethical and moral standards."

1. 道德高尚 >> 群众信服 >> 执行力高 >> 比如 King,,因为他们的道德高尚,反对种族主义,,得到的广大人民的支持,所以他们是有
效的领导者。
2. 有些政治家虽然没有最高的道德水平,却一样是有效的领导者。比如Clinton,20世纪最受欢迎的总统之一,他使得美国经济快速,就业率高,通
货低。不过和一个实习生不合适的关系被弹劾。所以说道德不高尚不一定就不effective。人无完人,即使是圣人也会犯错了。there are
lees to every wine。
3. 其实对于一个有效的领导来说,真正需要关心的是他们指定的决策的道德性,这样才能得到广大人民群众的支持,才能是他成就他的业绩。所以要成为一个
有效的政治家必须要为他自己的政策寻找道德的支持。Abraham Lincoln 一开始是处于维护联邦团结而宣战,在得不到国民有效的支持后,才发
表解放黑奴宣言Emancipation Proclamation。

结尾:一个好的政治家可能需要别的characters比如像Churchill 那样有远见的思想,也许是Putin的人格魅力,或许是Hitler
的口才,最重要的是使得他的政治道德性从而获得人民的支持。

Commonsense tells us an effective leader should be a perfect man in
many aspects including morality; otherwise, he or she could not govern
or administer the whole country for a long time. However, we see that
effective presidents got bogged down the mire of moral scandals, for
example, Nixon, Clinton. From my point of view, to be an effective
leader, what does really matter is the moral justification of their
policies, rather than the ethical affairs in their personal lives.

Admittedly, with the highest moral standard, a politician could cast a
great influence on a society and arouse the conscience of the masses
so that he or she could reach political goals successfully. For
instance, Martin Luther King Jr.—the prominent human right leader—
launch the anti-racism movement with his sublime moral goals and
eloquence; and made primary contribution to the Civil Rights.
Obviously, it is the moral influence of King exerted to citizens who
helps the human right fighter be recognized as an effective leader.

However, the attention should be paid on those official figures who
have committed several moral errors, but still considered as
influential and effective leaders all the same. President Bill Clinton—
a most popular president of 20th century—help United States enjoy a
financial prosperity and relatively lower employment during his
presidency. Nevertheless, he was impeached because of the improper
affinity with a white house inter. Besides, Franklin Roosevelt, Dwight
Eisenhower and John Kennedy also have extramarital affairs; however
the world witnessed their tremendous contributions to the U.S. As
there are lees to every wine, there is not perfect person. We cannot
expect everybody to keep the ethical and moral standards as high as
saints, let alone the politicians who are often confronted with
complicated and intricate political dilemma. In some circumstances,
they even have to trespass the bound of morality. In short, a
effective leader is not necessary to keep a high ethic and moral
standard.

On the contrary, one should channel more energy on seeking moral
justification of his or her policy, because the influence and
contribution of a policy is good indicators of his or her
effectiveness. For example, Abraham Lincoln--the former president of
United States during the Civil War--issued the Emancipation
Proclamation not only abandoned the slavery, but also hastened the
defeat of Confederacy. This policy deprived the South of much-needed
labor and isolated the southern states from European countries, which
tried to lend support to the Confederacy. It is the moral
justification of Emancipation Proclamation rather than the sublime
humanity of President Lincoln call on a host of people to oppose and
fight against the Confederacy and the evil slavery. Finally, the great
triumph of Civil War renders President Lincoln immortal. If Lincoln
had failed to justify the soundness of proclamation, he would have not
succeeded in the Civil War.

In conclusion, although, there are many essential ingredients for
politician's success and effectiveness, such as the eloquence of Adolf
Hitler, the foresight of Peter the Great, the charm of Putin as well
as relatively higher moral standards, the primary factor is the moral
justification with his or her policies.
